Also, I’m surprised the navy wants to put 300+ sailors in the middle of that shit. I’d think it would have been cancelled before they pulled in even with permission.
If they DID pull in, sailors possibly wouldn’t be able to leave the ship at all, or be on very restricted liberty (stores at the pier/port, stuff like that), and not allowed to go out in town.
