    Water has loads of laws governing how its used and how you can impact its flow even on your property. You can’t landscape your property to blast your neighbor with water, eroding away their house and collapsing it.

    This is just a temporary stay until its determined if water flowing on the property will be disrupted. Aside from that, the property owner can do nearly anything they please on their property. Including building a wall.
